Restaurants charge for service but don’t tip staff in Taiwan

In Taiwan, most restaurants charge service fee; however, none of the restaurants tip those who actually doing the service, not even adding to their salary.

I am not saying tipping is a must, but shouldn’t you give the fee you charged to who actually provided services?
